Since the kickoff on September 23 of the 3-day long 2017 Euro-U.S. Talent Changshu Tour, 26 overseas high-level talents, coming from Germany, the United States, Singapore, and some other countries, have made a field study of Changshu's innovative business environment.

During the event, Changshu City Association for Science and Technology, Ivy Creative Enterprise League, and the Euro-U.S. Students Association founded Returnees’ Entrepreneurship Institute (Suzhou Chapter) signed a framework agreement. In accordance with the agreement, overseas high-level innovative and entrepreneurial talents are to visit Changshu Economic & Technological Development Zone, Changshu High-tech Zone, Changshu New Material Industrial Park, Mei Li Town, Guli Town and other places for purposes of site checking projects and negotiating.

In order to deepen the implementation of innovation-driven development strategy, give priority to the development of talents to create a new round of development advantages, as well as to shape up high ground for the gathering of creative economy elements, Changshu has been in active implementation, for many years running on end, of Overseas Talents Changshu Tour sponsored by the China Association for Science and Technology. Currently, Changshu is in hold of 1 national overseas talent base and 2 provincial ones, which is why Changshu has been entitled as a model overseas talent attraction city for two consecutive years.

Attracting talents coming from both home and abroad has been an important strategic move taken by the City. As of the end of 2016, the city's total human resources came to 302,000 people, of which high-level personnel contributed 22,000 people. The city has established a total of 242 laboratories, academician workstations, engineering and technology research centers, and other provincial-level and up R & D institutions. In shape are 4 national level science & technology incubation platforms including Changshu National University Science & Technology Park, Changshu Scinece & Technolgy Park. In active running as well are 5 provincial level science & technology based creative enterprise incubator platforms including Yushan Town Advanced Manufacturing Technology Park, and Textile & Garment Creative Technology Park.
